Preheat the oven to 350 degrees and generously spray an 8x8 baking pan, preferably glass.
Next, add both sugars and the cocoa powder to a medium saucepan and stir until smooth. Remove from heat once fully combined.
Then, transfer the chocolate mixture to a large mixing bowl. Add the vanilla and eggs and mix until smooth and well combined.
Gently fold in the flour and cornstarch until no dry spots remain.
